Role Summary
The Compliance Manager will provide guidance and input on employment-related policies, ensuring the company is compliant with federal, state and local employment regulations. This position will be responsible for EEO/Affirmative Action compliance including the development and implementation of all plans, providing subject matter expertise to HR and operational leaders. This position will also have direction and oversight of records management and business and contractor licensing. All activities will be performed in support of the strategy, vision and values of JE Dunn.

Key Role Responsibilities - Core
COMPLIANCE MANAGEMENT FAMILY – CORE
- Manages the development and implementation of Affirmative Action Programs to ensure regulatory compliance including federal, state and local reporting
- Prepares Office of Federal Contract Compliance Programs (OFCCP), Department of Labor (DOL) Wage and Hour and other audit submissions, coordinating the process with relevant HR team members and Attorneys
- Leads annual auditing processes including pay equity, officer survey, and federal report filings (VETS 4212, EEO-1, etc.)
- Leads the organization’s compliance program with guidance from internal counsel including managing the Ethics Hotline, supporting the Compliance and Policy Committee, and auditing a variety of compliance related materials
- Leads the records management function, including ensuring compliance with retention schedules, legal holds, disposal of documents and management of electronic records
- Coordinates subcontractor reporting including Federal Acquisition Regulation (FAR), Davis-Bacon Act (DBA) and Buy American Act (BAA) compliance
- Manages Department of Energy (DOE), Electronic Foreign Ownership, Control or Influence (eFOCI) (related to DOE security clearance), and Facility Security Officer (FSO) processes, coordinating and overseeing clearance processes and subcontractor approvals on applicable projects
- Maintains and expands and knowledge of existing and proposed federal, state and local laws
- Maintains compliance calendar and documentation of compliance activities
- Partners with the HR team to ensure compliance with all federal and state posting requirements
- Assist in the development and implementation of compliance related policies and procedures
- Coordinates with Learning & Development to provide necessary compliance training
- Partners with Talent Acquisition with regards to applicant tracking and data integrity processes

Education
- Bachelor’s degree in business administration, liberal arts or related field (Required)
- In lieu of the above requirements, relevant experience will be considered
Experience
- 8+ years’ experience in compliance management (Preferred)
- 5+ years’ experience with employment law compliance and Affirmative Action Plan development (Preferred)
Working Environment
- Must be able to lift up to 10 pounds
- May require periods of overnight travel
- Normal office environment
