Role Summary

The Payroll Specialist will lead, support, develop and improve the processes that enable accurate and timely payroll processing for all pay groups across the organization. They will oversee a team of payroll administrators, evaluate complex payroll issues, ensure appropriate controls are followed, provide training to team members and will promote best practices and technology advancement.

Key Role Responsibilities - Core


  • Maintains a superior customer service culture in support of JE Dunn’s dynamic employee population.
  • Acts as a primary payroll contact, working cross functionally with other departments and business units to discuss potential issues, impacts, and solutions as they relate to payroll processing, accounting and/or tax.
  • Oversees payroll processes for all pay groups and ensures accurate and timely processing of multistate weekly, bi-weekly and monthly payrolls.
  • Responsible for ensuring sound payroll controls are in place and followed in compliance with existing policies and regulations; recommends changes when needed.
  • Manages prevailing wage and union contract administration.
  • Manages garnishment administration.
  • Reviews and balances all aspects of payroll processing including pay, deductions, benefits, etc. and resolves discrepancies.
  • Updates and maintains the accuracy of Payroll codes in the Payroll Module.
  • Identifies opportunities to improve accuracy and efficiencies through audits and reconciliations for all aspects of payroll processing.
  • Develops training and communication to deploy payroll process improvements to internal departments.
  • Supports management in accomplishing the organization’s payroll processing objectives and serves as a “change agent” to promote best practices and technological advancements.
  • Assists with mentoring and training of payroll administrators.
  • Ensures that leaves are calculated properly based on the employee’s pay group.
  • Processes supplemental payments.
  • Acts as lead for testing Payroll Module changes and enhancements.
  • Assists with providing records and documentation for various requests, surveys and other reporting.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies for payroll processing.

  • Ability to perform work accurately and completely

  • Strong customer service skills with consistent follow-through
  • Thorough knowledge of Davis-Bacon and/or State prevailing wage and Union regulatory policies and procedures
  • Thorough knowledge of multi-state and provincial full cycle payroll processing, including time entry to general ledger entry
  • Knowledge of basic construction terminology and individual construction building trades or crafts
  • Strong analytical and technical skills with attention to detail and execution
  • Knowledge of general payroll including garnishments, bonus payments, special payments and payroll taxes
  • Knowledge of payroll laws and regulations
  • Demonstrated relationships with regulatory agencies, union officials and/or signatory contractors
  • Ability to negotiate and present ideas and content that influence a favorable outcome
  • Ability to lead, mentor, and coach peers and other partners
  • Ability to build relationships and collaborate within a team, internally and externally


  • Bachelor’s degree in accounting or related field (Required)
  • In lieu of the above requirements, relevant experience will be considered


  • 5+ years payroll experience with extensive knowledge and mastery of the payroll function including preparation, balancing, internal control, prevailing wage and union regulations and administration, and payroll taxes (Required)
  • 2+ years people management experience (Required)
